How Did Citizens’ Lose
Local Referendum Rights?
In Ohio’s 2025 State Budget, a provision was inserted that:

Eliminated citizens’ right to referendum “megaprojects.”

Increased the signature requirements for petitions to 35% of the number of voters that voted in the last gubernatorial election on all other zoning changes.
Which is impossible, for example, a community with 10,000 eligible voters, the required number of signatures would have been 800 or 8% (prior to 2023) and now the required number of signatures is 3,500 or 35% – making it impossible to put it on the ballot for local citizens to vote on.
Citizens are now powerless to stop inappropriate zoning changes that affect their daily lives, property values, safety, and quality of living. That is why Guzzo is running because she believes government should serve the people, not silence them.
